Who’s who in C-TEP?

C-TEP is being undertaken by a group of ten partners based in six European countries. Led by ACRI-ST, the consortium consists of experts in the fields of Earth Observation and maritime management from a wide range of national and regional research centres and management agencies.

ACRI-ST, France


ACRI-ST is an independent SME specialized in the development and validation of Earth Observation data from remote sensing. ACRI-ST’s activities are complemented by environment studies led by its fully owned subsidiary ACRI-HE. ACRI-ST is involved at every step of the specification, development, production, validation and distribution of remote sensing products, while downstream applications are handled by ACRI-HE. ACRI-ST has a wealth of experience in the observation of marine and coastal environments, with such projects as the Marine Collaborative Ground Segment (MCGS) or Ocean Strategic Services (OSS).

ACRI-ST is leading the C-TEP consortium which involves nine companies and institutions from six European countries. ACRI-ST is in charge of the management of the project, the specification of the service and will host and operate the platform.

MaREI Centre  University College Cork, Ireland


University College Cork (UCC) offers under- and postgraduate studies to over 17,000 students, and attracts the highest peer-reviewed research income per head in Ireland. It includes the MaREI Centre. Fundamental and applied research at MaREI is organised according to specialist areas of interest dealing with technological, economic, physical, biological and social aspects of our coastal and marine environment.

The MaREI group has worked with data from a wide range of satellite EO instruments including MERIS, MODIS, SAR and higher resolution optical datasets for land, coastal and marine applications. Moreover it is internationally recognised for its work on developing INSPIRE-compliant data management systems and web-GIS. On the governance side it is involved in the areas of Marine Spatial Planning, Ecosystems approaches to fisheries and mechanisms for improved participatory governance among others. MaREI has also developed a significant capacity and understanding of communications, engaging stakeholders, and the use of social media networks within communications strategies.

UCC will lead C-TEP’s communications and information dissemination activities. In addition, UCC will lead user engagement activities so as to gather feedback in order to ensure that C-Tep is developed in a manner which meets the needs of the user community.

Bantry Marine Research Station, Ireland




Operating since 1991, originally as part of University College Cork’s Aquaculture and Development Centre, in 2005 BMRS 2005 was established as an independent research station with experimental hatchery. Research focuses on aquaculture husbandry particularly Integrated Multi-Trophic Aquaculture (IMTA), fisheries, minimising aquaculture and fisheries production process waste, aquaculture and fisheries earth observation applications, seaweed, renewable energies and research into harmful algal blooms. In recent years the company has carried out a number of research projects relating to remote monitoring of aquaculture facilities and environmental parameters using Earth Observation (EO/satellite) data. Such EO application projects have provided BMRS with extensive experience in user consultation and engagement with industry. BMRS participates and/or coordinates numerous FP7 projects and has already had some success in Horizon 2020 funded proposals.

In the C-TEP project, BMRS takes an active role in the investigation of user requirements, community outreach, promotion and support, exploiting a wide network of potential end-users in industry.

The Consiglio Nazionale delle Ricerche (CNR), Italy


The National Research Council (CNR) of Italy is a public organization. Its duty is to carry out, promote, spread, transfer and improve research activities in the main sectors of knowledge growth and of its applications for the scientific, technological, economic and social development of the country. The activities of CNR are divided into macro areas of interdisciplinary scientific and technological research, e.g. Earth system sciences and technologies for the Environment, Engineering, ICT and Technologies for Energy. CNR has more than 8000 employees distributed all over Italy through a network of institutes.

CNR will participate in C-TEP by providing support to software engineering, altimetry data access and data fusion implementation. This work will be conducted by a research team from the Earth system sciences and technologies for the environment department located in Pisa.  The team has expertise in descriptive, statistical and process-oriented analysis of data from in situ instruments (tide gauges in particular) and remote sensing platforms (radar altimetry in particular). Dr. Stefano Vignudelli is the lead responsible for the satellite radar altimetry activities. It is worth mentioning the team has gained expertise in the acquisition of new measurements through fieldwork and through analysis and interpretation of the data and their relationship with satellite observations. In recent years, the team has focused on re-analysing, possibly improving and eventually exploiting the existing 20-years multi-mission altimeter data record in1 the context of coastal ocean studies.

Catalysts, Austria

Catalysts GmbH was founded in 2007 and has grown to over 120 employees distributed over offices in Ha-genberg/Austria, Linz/Austria, Vienna/Austria, and Cluj/Romania. Catalysts develops individual software solutions for the industry, agencies, and the public sector focusing on Big Data and Machine Learning, High Performance Computing, and Large-Scale Agile Projects with millions of lines of code created by hundreds of person-months. Catalysts large international customers include Porsche/VW, DB-Schenker, Raiffeisen Bank International, Uniqua AG, Palfinger AG, and the European Space Agency. As part of the CTEP project, Catalysts will provide input and review the IT design of the platform along with the development of mockups. Eventually, during pre-operations, Catalysts will coordinate the first deployment and handle maintenance and support.

DLR, Germany


DLR is the national aeronautics and space research centre of the Federal Republic of Germany. Its extensive research and development work in aeronautics, space, energy, transport and security is integrated into national and international cooperative ventures. In addition to its own research, as Germany’s space agency, DLR has been given responsibility by the federal government for the planning and implementation of the German space programme. DLR is also the umbrella organisation for the nation’s largest project management agency. DLR has approximately 8000 employees at 16 locations in Germany.

The Remote Sensing Technology Institute (IMF) is an institute of DL, where the C-TEP staff members belong to. Research and development activities at IMF are dedicated to remote sensing technology. Algorithms and methods are developed to configure processors that extract relevant geoinformation from remote sensing data. Its Photogrammetry and Image Analysis department focuses on developing image processing procedures which yield geometric (photogrammetry) and semantic (image analysis) information from digital remote sensing images obtained from satellites and aircraft. The primary science goal is to develop generic image processors with which remote sensing data from satellite and aircraft missions can be operationally processed into geoinformation.

As part of the C-TEP project, DLR will be involved in the provision, implementation and validation of the C-TEP data mining database, an information catalogue of EO products and in-situ products and development of a query engine with Data Mining and Visual Analytics functions.

Terrasigna, Romania 

TERRASIGNA (formerly known as Advanced Studies and Research Center – ASRC) is a leading private Romanian provider of customized Geo-Information services with a wide pool of public and private national, European and North American clients. The company has a long-term experience in developing operational and pre-operational satellite data processing and analysis services. TERRASIGNA has an important experience in developing desktop and web applications for the management of geospatial data (satellite images, maps, surveys, digitized content).

TERRASIGNA has developed ESPOSS – the first platform that incorporates large quantities of geospatial data on the Black Sea from various open sources (satellite images, in-situ data, model outputs) that can serve as a monitoring and working tool for relevant decision makers, the scientific community etc.

The role of TERRASIGNA within the C-TEP project is to provide regional platform development and operation, develop a pilot case on the Black Sea, develop and supply statistical libraries, develop interconnection within the TEP and provide a C-TEP interface mock up.

Planetek, Italy

Planetek Italia is an Italian SME (Small and Medium Enterprise), established in 1994, which employs 45 men and women, passionate and skilled in Geoinformatics, Space solutions, and Earth science. The Planetek group consists of four companies based in Italy and Greece and is active in both national and international markets. We provide solutions to exploit the value of geospatial data through all phases of data life cycle from acquisition, storage, management up to analysis and sharing.

Planetek Italia operates in many application areas ranging from environmental and land monitoring to open-government and smart cities as well as scientific missions and planetary exploration.

The main activity areas are:

  • Satellite, aerial and drone data processing for cartography and geo-information production;
  • Design and development of Spatial Data Infrastructures for geospatial data archive, management and sharing;
  • Design and development of real-time geo-location based solutions, through positioning systems such as GPS/Gallileo/GNSS and indoor location systems;
  • Development of software for the satellite on-board data and image processing and for ground segment infrastructures.

In the context of the C-TEP project, the activity of Planetek Italia will span from the Regional platform development and operation and the deployment of the Mediterranean pilot, to the development of some infrastructure components, such as the interface with all EO and is situ data and the User Basket. Furthermore, Planetek Italia will put data fusion processor at the disposal of the C-TEP.

CNES, France

The Centre National d’Etudes Spatiales (CNES) is the French government space agency, responsible for shaping and implementing France’s space policy. It conceives and executes space programs with it’s partners in the scientific community and industry, and is closely involved in many international cooperation programs – the key to any far-reaching space policy. Through its ability to innovate and its forward-looking vision, CNES is helping to foster new technologies that will benefit society as a whole, focusing on access to space, civil applications of space, sustainable development, science and technology research and security and defence. CNES was founded in 1961, and presently has a workforce of about 2400, of which 1800 are engineers. Its headquarters are in Paris and it is placed under the supervision of the French ministries of Defence and of Research

Dr Jérôme Gasperi (M) has a Ph.D. in Radar Interferometry applied to Geosciences from the University Paul Sabatier in Toulouse and a Master of Advanced Studies in Informatics from the Sciences University in Bordeaux. He has more than 15 years of work experience within the frame of Earth Observation imagery, Geographic Information Systems, web mapping and IT developments. He works as a senior expert and architect in the Earth Observation area within the “Data preservation, Valorisation and Engineering” office under the “Ground Segment and Products” Directorate.

CNES is the representative of THEIA in the Coastal TEP consortium. It works on the interoperability between THEIA and ACRI-ST infrastructures. The THEIA Land Data Centre is a French inter-agency organization designed to gather the use of images coming from the space observation of land surfaces. The Coastal TEP will make use of this system to demonstrate its interoperability for EO data procurement. In the frame of this project, CNES will offer access to Spot 5, Spot 6, Spot 7 and Pleiades (limited) imagery corrected from atmosphere influence.

Thales Alenia Space, France 


TAS is a key European player in space telecommunications, navigation, Earth observation, exploration and orbital infrastructures. After building seven first-generation Meteosat and four Meteosat Second Generation (MSG) satellites, TAS was selected for the Meteosat Third Generation (MTG) program. On the Copernicus program, TAS is responsible for the production of the Sentinel 1 and 3 satellites and the Sentinel 2 Payload Data Ground Segment for operational environmental monitoring.

TAS is deeply involved in the development of Marine & Coastal Copernicus programs both at service level (coordination of ESA MarCoast and FP7 Aquamar) and space and ground segments (Jason, Sentinel 3). At corporate level, TAS is working with Thales Services, on cloud and big data technologies. This background and the close collaboration with scientific and service providers will be used to improve the design of the the TEP Coastal.

TAS-F is coordinating the C-TEP system design, and contributing to Technical Specification and to the analysis of the TEP evolution and sustainability. Both the Observation Ground Segment department and Competence Software Solutions Centre are involved in the project.
